SMH: Internet and data calls to be timed

If timed local non-voice calls are being introduced, does this mean that
the flag-fall disappears, or do we pay for both the 'pleasure' of getting
a connection PLUS how long the call lasts?
As for my call to Kennedy/Alston, I know I asked about data and I know I
asked about voice, but I didn't differentiate specificlaly abut business
or personal. I was just told flat out no timed local calls. Full stop.
Now, how about this one: what are 'business' enterprises within
universities classes as? Or is there an assumption that they won't use
dialup?
And why aren't Kennett and Stockdale spitting the dummy over this given,
their emphasis on multimedia and electronic service delivery for Victoria?
So many questions, so much stupidity. <sigh>
