Telstra charges

I have watched with interest the differing proposals for sending data down
different pipes, but what about when a person with a dial-up connection
calls their ISP and gets an engaged tone. They setup the redial app and
about 5-10-15 calls later get through. After about 600seconds they get
disconnected and go through the same procedure all over again.
Telstra has admitted that they are being charged for each call!
It appears that Telstra had denied this was happening for a while and the
Ombudsman had been saying it had. (so that is why i have a 700 local phone
call bill?
OK it is not that simple, as some ISP's are queuing more calls than they
have modems and the engaged tone is advice that no modem is available not
that the number is engaged. Hmmmm.
I am not satisfied with any of the answers i am getting either from the
ISP's who should not be queuing more calls than they have modems, and
Telstras initial claim of not charging. Any one have more info on this.
