The signal is that government thinks that there is a shortage of information,
and wishes to manage that shortage. Transforming the cluttered and unruly
ISP industry into three or four "efficient" national carriers makes sense in
the language of the eco-rats. To the extent that the titles of ministries
are not merely Orwellian doublespeak , the appointment of a Minister for the
Information Economy is a sign that the beancounters have arrived.
Given that the only Internet policy the government has announced is to
impose Australian media censorship rules on the global networks, it's akin
to the first act of a Department for Solar Energy being to distribute dark
glasses.
