It wasn't there yet. Below is a text copy of the media release I was sent by
e-mail. The speech is 30 kbytes, so I haven't posted it to Link, but
e-mailed it to Bernard separately.

Senator John Faulkner

Leader of the Opposition in the Senate

LABOR LAUNCHES PUBLIC SERVICE POLICY: NEW JOBS FOR YOUNG AUSTRALIANS

The Shadow Minister for Public Administration and Government Services,
Senator John Faulkner, today committed a Labor Government to spending an
extra $30 million to recruit young Australians into the Australian Public
Service.

The commitment of $30 million over three years will boost recruitment of 18
to 25 year olds, and could increase the number of new jobs for young people
in the public service by up to 500.

"These jobs will be spread across Government departments, and across States
and Territories. Labor is committed to rebuilding services in regional and
rural areas where the Howard Government has ruthlessly stripped services
back," Senator Faulkner said.

However, Senator Faulkner warned that the damage inflicted by the Liberals
on government services, with a loss of more than 32,000 jobs in two and a
half years, could take a generation to repair.

Other commitments announced by Senator Faulkner today were:

· That outsourcing of Government services will be wound back and any
outsourcing will have a "public interest test" applied in relation to the
protection of jobs and public accountability, and

· That the incoming Labor Ministers would work with incumbent departmental
secretaries for at least three months - with very few exceptions - to
reverse the trend of wide scale purges of secretaries and agency heads at
the change of Government.

"This last commitment underlines Labor's desire to encourage stability and
certainty in the Public Service, and the need to respect the neutrality of
public servants who are employed to serve the Government of the day,"
Senator Faulkner said.
