MAI and telecommunications

Does anyone know if any specific work has been done (perhaps in Dept of
Communications?) on the impact of the MAI on telecommunications?

My understanding is that it would have made foreign ownership restrictions
on Telstra or other media (including Internet), or protection for local
software industry or ISPs illegal in the longer term under the 'rollback'
provisions. 

Although it has been shelved for the moment, it could resurface in the
World Trade Orgnisation or as an ammendment to the charter of the IMF.
