Improving Government Services with IT

I've just been browsing (my contribution to On-line Australia Day)
the NOIE page http://www.noie.gov.au/related.html looking for
anything on improving Government Services with IT.
The only paper I can find that seems relevant is "Framework &
Strategies for Information Technology in the Commonwealth of
Australia - Exposure Draft, December 1995"
The proposed enabling strategies were:
1.Re-engineer service delivery and streamline costs of
2.Establish a new model for voice and data networks
3.Increase competition for and outsourcing of Commonwealth
information technology activities
4.Invest in information technology skills for staff
5.Rationalise the Government's information technology
6.Seek new mechanisms to finance IT innovation
7.Establish a framework for information management
8.Develop a system for the management of information on IT
9.Enhance the quality of agency planning
Has nothing happend in this area for three years apart from
re-organisations and a single minded push for outsourcing?
We trained hard ... but it seemed that every time we were beginning
to form up into teams, we would be reorganized. I was to learn later
in life that we tend to meet any new situation by reorganizing; and
a wonderful method it can be for creating the illusion of progress
while producing confusion, inefficiency, and demoralization.
