The introduction to this guideline states:

"The Guideline sets out the general principles applicable to participant
monitoring; provides a discussion of the prohibition on intercepting
communications in their passage over a telecommunications system; provides
guidance on the storage and use of information obtained as a result of
participant monitoring; discusses issues of monitoring of employees'
communication and assists in the application of the State listening devices
legislation."
