WHAT'S HOT:

HACKTIVISM.  Electronic civil disobedience in which activist
hackers go online to "disturb" Web sites is being dubbed
"hacktivism," according to a Sept. 22 story by Wired
(http://www.wirednews.com).  Hackers recently defaced a
conservative party's site in Sweden.  Similar outbreaks occurred
recently in Australia and Mexico.  Hacktivism is on the rise, the
article said.  Be forewarned.

GLOBAL INTERNET USE.  Ever wonder where people are online?  The
following numbers, compiled by NUA Interactive Surveys
(http://www.nua.ie), suggest where Internet political use will
grow the fastest.  Estimates are taken from a recent article in

CYPERPOLL ON THE PREZ.  A non-scientific, self-selecting
cyberpoll done by, umm, CyberPoll (http://www.cyberpoll.com),
shows two-thirds online Americans believe President Clinton's
close advisers and cabinet knew the truth about the Lewinsky
scandal.  Some 64 percent of the 3,273 respondents said they
thought the American people were the real victims.  Some 62
percent said Chelsea Clinton was the real victim.

TOMORROW'S VOTERS ONLINE.  A new study by eMarketer shows nearly
half of American teen-agers - 9 million youths - expect to be
online by the end of 1998.  Similarly, kids online from 3 to 17
will increase from a projected 13 million at the end of 1998 to
38 million by the end of 2002.  Bottom line:  Tomorrow's voters
are picking up the online habit today.  Candidates should too.


SHOW ME THE MONEY:

WIRED WASHINGTON.  As the country gets more wired, so does
Washington.  The Center for Responsive Politics says that there
have been more donations from computer companies than ever before
in 1998.  

Their donations, split about evenly between the parties, are second
only to the tobacco industry in soft money contributions, according
to a story on the influence of TechNet, the technology industry's
Washington lobbying group, in Business 2.0 (http://www.business2.com).

GUMSHOE COUPS.  With vast amounts of information now available
through the World Wide Web, online gumshoes are becoming more
prevalent.  There is a growing number of services that will build
dossiers on people by combining public records with other
information, according to Tulsa World.  For a description of
information brokers who provide such data, go to a good Web
Snooping resource (http://www.seanet.com/duff) and click on the
info-brokers button.  Another resource that could be used for
opposition research is Publicdata (http://www.publicdata.com),
which buys public records in bulk, puts them online and costs as
little as 3 cents per search.


HAND HOLDER.  Contact is a handheld wireless PC from Novatel
(888.888.9231) that has a built-in radio modem that lets you
handle e-mail and web-surf using a cellular digital packet data
service, according to BusinessWeek.  While it's not much use in
the boondocks, it's solid in most cities.  Vendors include AT&T
Wireless (http://www.attws.com) and Go America Communications
(http://www.goamerica.com).

A NEW VIDEO CLIP.  Virage Inc. of San Mateo, Calif., and FASTV
Inc. of Los Angeles are using President Clinton's videotaped
grand jury testimony to demonstrate ways to search online video
clips for specific words or phrases, the San Jose Mercury News
(http://www.mercurycenter.com/business/top/067413.htm) reported

HIP TIPS.  WebSearch at the Mining Company
(http://websearch.miningco.com) helps people find what they're
looking for on the Internet.  The site features a new article
weekly and "looks under the hood" of popular search engines.
It's a great resource and provides good information on places to
find information.


THE WORLD'S WIDE POLITICAL WEB:

MALAYSIAN FLU.  Malaysian police have a special unit to monitor
the Internet ... after supporters of jailed deputy premier Anwar
Ibrahim used the medium to organize protests and express their
opinions, Reuters reported Oct. 3.

OZ E-MALE.  Twenty-year-old Matt Smith of Tasmanian became the
youngest person ever elected to the Tasmanian Parliament,
according to a recent story by the Australian Associated Press.
How?  Largely because of his, "groundbreaking Internet campaign."
He had about 30 people participate in three chat sessions and
replied to about 40 e-mails.  "Overall, the number of contacts in
an electorate of nearly 65,000 may not sound significant.  But he
believes it had an important ripple effect.  He also found, when
he reverted to traditional doorknocking, that a surprising number
of people had heard of him."  His Web site is at:

ORIENTAL EXPRESS.  The Internet may help improve diplomatic
relations between Taiwan and Communist China under a new deal
recently announce to provide a news link between the two
countries.  China Internet Corp., the majority of which is owned
by China's official Xinhua news agency, garnered a deal with
Taiwan's Central News Agency to repackage CNA news and distribute
it online to subscribers in mainland China and Hong Kong.

E-MAIL BASA.  A Warsaw-based company is offering its customized
Inside Network news service (http://www.insideworld.com) over its
Web site and includes something new to Central European
countries - - a free e-mail news service.  The service offers
free, personalized local news by e-mail covering Poland, Hungary,
the Czech Republic and Slovakia.
