Telstra delays copper phase-out

ADSL is from remote <->exchange. Its about service from telstra to a customer.
PAPL is from remote <VIA> exchange <VIA> remote. Its about two-point connect.
If The article says there is some aspect of the PAPL thing which relates to
ADSL, Its not clear to me what it is, beyond noting that the line-drivers
are going to be the same in each case.
Can individual ISP's use point-to-point sanely? Sure can!
Can individual ISP's who are not carriers, not *owning* or leasing
copper to the door, sell mass-market high-speed digital services?
I don't think so.
So the connection isn't clear.
