We live in an age when powerful communications technology is becoming
universally available. Each home has the power to send and receive not
just analogue voice, but also growing volumes of digital information and
even intelligence in the form of agents. Users are becoming increasingly
mobile and are expecting the same level of connectivity in the home, in the
office and on the road.
The progress in computing and communications technologies has created a
need for advanced software and services, to control the complexity of the
technology and place it at the service of the end-user. The challenge for
service engineers is to develop the tools and techniques that will
ultimately bring the full power of communications and information to
everyone, in a way that everyone can easily use.
At the same time, the regulatory and commercial context in which these
technologies are used is changing. The telecommunications market is more
and more open to full competition. The Internet is erasing the borders
between information technology and telecommunications. And the way we do
business is ever more dominated by electronic exchanges of information. Is
our technology ready for the open market of services and networks?
The Sixth International Conference on Intelligence in Services and Networks
(ISN'99) addresses the question of paving the way to the open services
market. The main theme of the conference is the advance in technologies
that will contribute to managing the complexity of an open service market
and delivering services to the people.
Contributions are also invited on market and regulatory issues and
standards. Reports on industrial experience and trials from across the
world are especially welcomed.

Authors are invited to submit a full paper of up to 10 pages including
figures, tables, references and annexes. Papers will be selected for
publication and presentation by the Technical Programme Committee. The
conference proceedings will be published in book form.
