Can the government, through The Bill or some other means,
prevent anyone using this service?

If not, then they will be relying on the ignorance of users to
implement the provisions of The Bill. Kiddies who are smart
and want to find naughty pictures of people with their clothes
off will soon find out about such services. There is nothing
more determined than an enquiring young mind.

Defcon Proxy Server
For Immediate Release

Atlanta, GA, June 6 - Allserve Technologies has announced
that privacy while web surfing has been restored. The Defcon
Proxy Server (DPS) was going to be announced at the Defcon
VII hacker convention in July (http://www.defcon.org), came
online June 6, 1999. 

"Basically, a competitor with the majority market share
announced their plans to release a similar service, and we felt it
was strategic to go online today" said Richard Windmann,
President of Allserve Technologies. DPS is currently a free
service to all Internet users, and can be accessed at
http://dc-proxy.allserve.net/

Applications (both possible and real) for DPS include the ability
to protect a person's identity and privacy when they visit a
website, allow politically censored citizens of China or Cuba to
visit poitically incorrect websites - thereby circumventing their
government's firewalls and restrictions, and could even allow
hackers to "return to the scene of the crime."
