 Yes, but in light of your comments in the latter paragraph refer to

 ... noting (hopefully) the big red tick suggesting "Online Content
Regulation" is considered important to the acceptance of electronic
commece, and the observation  that Australia has implemented it via
legislation, presumably giving Australia a competitive advantage  :-)
