I have no idea where Primus get the value of $4000 a year for ISDN
connectivity.

They claim they will undercut the current $4000 a year ISDN rate by 25%.  I
just did my maths and I'm only paying $3300, which means they will
obviously undercut $4000 without much effort.

Primus also claims it does not plan on competeing with Telstra in Rural areas.

I thought, and it still is, that a condition of a Carrier licence was
Regional and Rural development.

Go figure, one rule for those with small budgets and another for those who
can buy their way.
