The European Union's 15 member governments approved an accord with 
the United States to protect electronic traffic in personal data and 
keep Internet commerce moving freely. The European Commission, the 
EU's executive arm, agreed with the United States on measures to 
ensure information sent to the United States from the EU will be 
safeguarded under US law
