ICANN says that Domain Name and IP addresses are a public resource and ICAN 
is charged with exactly that - being a manager of the public 
resource.  However the Public are ignored any input - that's in the best 
interests of the public so the claim goes.  To quote a statement I read 
recently from someone within ICANN (who is also close to Aus) "Whatever the 
public thinks they want is not in the interests of the greater public."

Warning: auDA is on it's way, built on much of the same structure as ICANN.
