FCC SEEKS TO CONSERVE AIRWAVES
As users of wireless devices increase in number, the FCC is
looking at methods to preserve bandwidth.  The agency is
currently looking at the possibility of using ultra-wideband
technology or software defined radio as possible solutions to the
bandwidth problem.  The FCC would also like to establish
regulations that would permit companies to purchase or lease
unused frequencies to other companies that need spectrum for a
specific time frame.  The commission has already held a forum to
discuss the matter.  If the proposal is accepted, the agency
might create a new set of commercial licenses called "guard band
managers" that would allow companies to lease spectrum to service
providers and other parties. (Associated Press, 15 June 2000)
