Oh this is ancient! You can do that in Australia. It's not hard and there
are decoders about. You just need to interface it to your VCR, which most
people aren't keen on doing.

I've got a circuit somewhere. There were three versions. One that turned
the audio off during the ads and back on afterwards another that started
and stopped the recording of your VCR for ad free recording and another
than beeped loud at the end of an ad break to tell you the show was back on!
