While I agree with this others may make a wrong analogy with, for 
instance, a house. Even if you leave the door unlocked you are still 
unimpressed if somebody walks in.

A more accurate analogy might be with the garden which you want to be 
admired from the road. But you may be unhappy if somebody looks 
through your bedroom window because you left the curtains aside - 
particularly if they used binoculars! Again I think this is a flawed 
analogy but others may not think so.

In the case of the GST site I think it's more like somebody leaving 
an unlocked filing cabinet out in the street containing other peoples 
confidential information.
