Bernard,
     from the email i rec'd it appears that by setting a closed user 
group on your mobile, a graphic comes up which attempts to look like a 
closed workgroup, followed by the usergroup number.

a little squiggle with three little boxes attached, followed by five 
zeros (which is what the email instructs you to enter), looks a little 
bit like a speed camera that you see on the speed camera signs beside the 
road.

I'd say that this is another big hoax.
