NET VOUCHERS FOR THE POOR
The US National Academy of Sciences' National Research Council has
submitted an important report, The Internet's Coming of Age, to Congress.
Among many things, it suggests a practical approach to overcoming the
digital divide - a voucher program to help poor families connect to the
Internet. The group also proposed a flat tax for states to collect revenue
from Internet sales, and urges governments to keep their hands off the
new technology as much as possible. The scientists argue legal responses
should be directed at the activities of people, rather than trying to change
the Internet and its underlying architecture to respond to social policy
questions. See
