I'd think of Peter Deutsch in 1990, then at McGill who put archie 
together and made us realise that a cooperative distributed database 
could work across the net.

Brewster Kahle who invented WAIS while at Thinking MachinesCorp and 
showed what could be done with text searching and z39.50 in a 
distributed environment

and Mark McCarhill(?) and his team at U Minnesota who invented gopher 
and showed that all the resources could be put together.

These people mad the web a natural progression.
