Rubbish: "Mr Pinnock urged telcos and ISPs to resolve internal
complaints so as to release the burden off the TIO. "

The TIO is funded by the participating members. If those members
cannot handle the complaints adequately, they will pay through
increased TIO infrastructure costs.
