It's slow as molassas and not cheap.  I had a look at two points of 
interest.  One ended up pointing to seminar notes for >$50 and an article 
that I could put in my shopping basket:

What did they have to do with it?  And how does this relate to government 
information, which it isn't, being helpful to the community, which it isn't?
