Spell Disingenuous for me.
The NOIE Credit Cards report is as unadulterated as boosterism can get. It uses
lots of bold type to make sure that the really upvibe stuff is unmistakable; it
sets up the "interception" straw man because that's the easy one to demolish; it
reports highly selectively about issues like chargeback; and on, and on, and on.
Now, I'm not anti-Internet-commerce. But really. A government department -- and
a professional society which should know better -- decide that their true role
is to pump-prime consumers in time for Internet Christmas shopping.
Security, privacy and safety are far wider than "will some evil hacker steal my
Mastercard from dstore". To publish a document which pretends this is what 'net
security is about is highly irresponsible, and I can't for the life of me think
why the ACS has lent its name to the exercise.

4. Government boost for National Office for the Information Economy (NOIE)
The Minister for Communications, Information Technology and the Arts,
Senator Richard Alston announced on 11 October that the Government will
expand the functions of the National Office for the Information Economy
(NOIE) and establish it as an Executive Agency.
