It also fails to mention that some card providers do not allow
the use of their card for Internet-based transactions.  By
operating outside of the conditions of use, the consumer may be
liable to the card provider for the full extent of any fraud.

A document purporting to be consumer advice should have encouraged
consumers to check their card providers' "Conditions of Use"
document before undertaking an Internet-based transaction.
