Domain name giant Network Solutions and Arthur Andersen will offer their own
personal assessment of the performance of ISPs in Europe. 

I won't paste the whole story; suffice to say that the methodology smells. Pay
for assessment, assessor promises not to release unfavourable assesments if the
customer asks for concealment.

Might I suggest ISPs here start debating some kind of industry assessment
criteria before something this dodgy is launched in Oz?
