It's a garbled version of Scotty's remark when faced with a mouse and
keyboard in the Star Trek movie where they go back in time to get a
whale... sorry, can't remember the name of the movie.

He starts out by confidently speaking to the computer; told he should
"use the mouse" he picks it up and starts speaking into it as if it were
a microphone. Realising it still isn't working, he puts the mouse down
and mutters "how quaint" as he starts working (properly this time) with
mouse and keyboard...
