Nor do they seem to know who said what. In Para 2.54 of the Report relative
to the above, it is claimed that EFA made a 'suggestion' to fix the
problem, although the footnote to that para refers to ACS. EFA did not make
that suggestion and doesn't think the proposed amendment is sufficient to
fix the problem.
