I find web4lib http://sunsite.berkeley.edu/Web4Lib/ particularly good 
from a US perspective and the elib lists 
http://www.ukoln.ac.uk/services/elib/mailing-lists/ for a UK/European 
perspective.

In Australia there is no good list for general discussion on the 
future of libraries. I've been considering opening my own as a 
companion to my ozlib-announce list
