so does this mean the tv's and stb's are reliant on an Australian/European 
market only?  So if the US takes the move to 'require' inclusion of the 
tuner, it wouldn't do a thing to spur productions or price reduction in the 
Aus/Euro markets?

So other than a replication of the way NOT to roll out a marginal change in 
an established industry [as perceived obviously by a public that isn't 
rushing out to buy it, rather than what one may think about potential and 
videophile/audiophile preference for highest quality signal processing], 
should we compare the actualities to a US model or a European model?  If 
the Euro, what is happening there on this front?
