so another person who never watched Yes Minister?  I know it was
required viewing when I was in working in Canberra in the 80s :-)
best training videos I ever saw !

What it shows is that the government did not do its job properly
in the process of reaching the decision to outsource in the first
place.  If it had, it would have had the commitment and
compliance it needed.
