Don't you think the above statement tends to confuse the issue?  By sending
to a mailing list permission to forward is already given.

Personally, I take the line that anyone who sends mail to my address
transfers ownership of the contents to me unless they explicitely state
otherwise.  Even if they explicitely state they retain ownership, I may
contest that ownership as I am paying to download the mail and may only
agree to them retaining ownership if my expenses are reimbursed, including
any time associated with the issue.
