[LINK] ABC and Shier's NPC speech

The Age has a report on Shier's speech yesterday.

Time to put the 'A' back into the ABC:
                   Shier

The story includes:

"After the decision by Federal Parliament to grant the ABC
                   multi-channelling, the broadcaster would launch a second 
ABC digital
                   television channel to cater to young children and youth 
audiences by
                   mid-year, he said."

Has anyone else heard about this?  Isn't it a bit premature since no one 
can see a second channel?  Talk about waste of resources.....or have I got 
this wrong?

The story title also suggests a distribution of production outside of 
Melbourne and Sydney, with the story stating a 40% redirection by 2003.
