Mr Cerf said he had followed Australia's moves on internet content 
regulation, including the Broadcasting Services Act and proposed laws 
in South Australia.

But he did not believe such legislation would have an adverse impact 
on the local industry because it would be ineffectual.

"Countries like China and Germany have also tried to do this, and it 
doesn't work," he said.
