You are misinformed.  A 12-month moratorium was introduced in December
2000, backdated to 19 May 2000.  Services operating before 19 May 2000
could continue to operate.  

The CSIRO report on the feasibility of blocking access to overseas gambling
sites has been completed but is not yet public.  Given this government's
track record with Internet censorship, digital television, and the spectrum
auctions, what's the betting (sorry!) on communications stuff-up number 4?
I guess we will know pretty soon.  The moratorium expires in about 7 weeks.
