I think you may only be seeing an increase in the database size and not
the number of actual ISPs out there. A new upstart is keen to get their
name on the list, but once they fold, who could be bothered making sure
the entry is deleted?
I know of a Tasmanian ISP that went out of business in 1998 but is still
listed - speed.net.au - I have asked a couple of times to have it removed
from the list to no avail...
