The T. Act defines a categoory of organisation, and then imposes 
obligations on any organisation that fits that definition.

But back in the real world, we're free to use definitions that suit 
us, and not the Parliament.

Neither ABS nor any other surveyor would use legislation as anything 
more than one possible source of information to use when they decide 
on the definition that they are going to use for the purposes of the 
survey.
