The fact that something is illegal does not mean that it will not occur,
particularly when privately owned PCs (ie not govt, not business) are
involved.
Remeber, "pirating" software is illegal, but is rampant on privately
owned PCs.
A far better solution when selling off old PCs is to delete, low level
format the disks and reinstall the software (provided of course that you
*can* resell the software, which may well not be the case for Microsoft
software).
