The report noted below is unashamedly about how bandwidth supply can lead
demand, with potential for a wholly new paradigm for Australia's
educationalists, trainers, students and learners.  In brief, buy or install
your own dark fibre rather than use managed bandwidth services from a
carrier. Change from "Is there light at the end of the tunnel?" to "Just put
a light to my fibre!".

In late 2000, the Australian Commonwealth Department of Education, Training
and Youth Affairs commissioned a project to assess the applicability of
