Bollocks. There are over 2000 domain names containing the word "attack", 
including of course attackofthekillertomatoes.com and marsattacks.com, 
and also false-hits of greattackle.com et al. Either they want the FBI to 
be inundated with every bit of noise in the spectrum or they'll have to 
dedicate resources to reviewing and filtering what is thousands of domain 
registrations per day. 

The FBI can of course do their own DNS searches at any time, or even 
subscribe to various resources which advise of all newly registered 
domains.
