Marghanita points to a sensible approach - the policy should draw out what their concerns are.

When I was running a gov site, they told me they were concerned about inadvertent links to links to scary things, like growing naughty weeds. 

My suggestion was to adopt the Kevin Bacon principle: aim for 5 degrees removed, and no one can hold you guilty.
