Companies shouldn't be allowed to induce people
(or other companies) into infinite liability
arrangements. There should always be an explicit
maximum rate per day (or month or year) and it
should be up to the provider to cut them off
when they go over. This reminds me of discussions
I have had with broadband providers:

  "Now let me see, you're going to give me
   a 10 Mb/s Internet link, then charge me
   per packet received even though I have no
   control of the rate at which other people
   on the Internet, including you, send me 
   packets?"
  "Yep, what's wrong with that?"
