New ICT Framework for Federal Agencies

The Chief Executive Officer of the National Office for the Information
Economy, John Rimmer, today welcomed the release of a report that will lead
to a more strategic approach to information and communication technology
(ICT) investment and governance in Commonwealth agencies.

Mr Rimmer said recommendations in the report would help deliver
efficiencies in the implementation and use of ICT across departments and
agencies. They would lead to better and more focussed delivery of
government services to the Australian community.

The report, Australian Government Use of Information and Communications
Technology: A New Governance and Investment Framework, was issued by the
Management Advisory Committee. The Committee is made up of senior public
service managers at Secretary and CEO level. Mr Max Moore-Wilton, Secretary
of the Department of Prime Minister and Cabinet, heads the Committee.

The report is a culmination of a yearlong review of the Government’s ICT
investment arrangements across Commonwealth agencies.

Mr Rimmer noted that whilst agencies would continue to make decisions about
their own ICT investment, a new "big picture" approach was essential in
order to deliver better services to Australians. Increased collaboration
was required among departments to ensure government service delivery was
focused on the needs of the community.

An Information Management Strategy Committee of Secretaries and CEOs from
key departments and agencies will oversee initiatives arising from the
Report’s recommendations and advise the Government on any reform proposals.

This Committee will be supported by a group of senior staff at Chief
Information Officer level across a number of agencies who are familiar with
both technology and business processes within agencies. The National Office
for the Information Economy (NOIE) will provide executive support to these
two committees.
