Alan et al,

Rather than 'VicNet', perhaps you are thinking of 'VicOne' but that isn't
ten years old - or maybe how about Vistel?

then Appendix 6, look for Vistel; for further history, either go to
Reference 4 therein or better still ingratiate yourself to the Victorian
State Parliamentary Librarian where you can see all of the Vistel Annual
Reports!)
