I was looking for the original report referred to in the article below.
I went to http://www.directory.nsw.gov.au/search/search-organisations.asp
to find the audit office. Using Netscape Navigator 4.72 my attempted search
failed miserably. Is it just me or do others have this problem?
I found the report using IE

NSW government agencies have almost no mechanisms in place for judging the
success and cost effectiveness of their information technology outsourcing
programs, the NSW Audit Office reported yesterday.
Despite managing the planning of outsourcing well, NSW Government IT
outsourcers had failed to follow through with equally rigorous analyses of
costs, effectiveness and quality of service, the NSW Audit Office said in
its Outsourcing Information Technology in the NSW Public Sector audit.
