I had problems when they first installed my ADSL service two years 
back, but that was more related to Exchange than other difficulties.

In your case, what it sounds like is that they didn't install the 
phone filters properly. There should be a filter installed on the 
line for each installed phone (it looks like a little grey box, one 
and a half by three inches). If you have extra phones then the whole 
filtering may fail, or if the filter connections aren't good the 
filtering may fail - and the higher frequency ADSL signal 'noise' can 
interfere with the lower frequency phone signal big-time.

Just my 2 cents worth ... but for my money the most likely cause.  :)
