#5. is based on the Australian Payment System Board's 2002 Annual Report,
published by the Reserve Bank on Mar 28, 2003.  The Report provides an
interesting perspective on a significant barriers to the adoption of e-commerce
by small business and other consumers.  Until e-commerce develops an effective
replacement for the cheque for business use, small businesses and consumers seem
unlikely to engage in e-commerce to any significant extent.
