I gotta ask?

Did this web site include connection to a gigabit backbone?  Redundant 
hosting in at least 20 countries, supply of all servers with at least 1 gig 
of RAM, 24 x 7 security guards by each box, and a network monitoring center 
with at least 20 employees checking every IP packet in and out for hackers?

What have I missed that costs $4 million to develop a web site and why 
wasn't I told about the tender? It was tendered right?
