[LINK] Internet connection speeds in Australia

Does anyone know of any data available on the connection speeds experienced
in Australia?
I know from some Parliament House research that broadband has only achieved
a 5% take-up in Australia, but I would really like some data on speeds
experienced by other Australians?
For example, what proportion of Australian Internet users can connect at
around 56.6kbps (give or take a few kbps)? How many Australians connect at
less than 28.8kbps? What is the typical connection speeds experienced in
rural areas? Any information in any format would be useful.
Why do I want to know this? I am trying to write something convincing about
why we should publish files that are as small as practicable, rather than
files that look good on our PCs and download really fast over our good
connections here at work.
I seem to recall this issue being discussed in the dim dark past of LINK -
I thought I had saved the relevant items, but I must have purged them
during one of my irregular cleanups. I haven't been able to track anything
down through the LINK archives.
