This sounds like another ill conceived idea.
Have they considered what the implications are for poll clerks at
election who have to deal with ppl who claim they have been taken off
the roll incorrectly and demand to make a Section vote.  They will now
probably need to demand photo ID.  Voters in this situation are usually
already "charged up".
I had a voter the other day who is listed as a "Silent voter" and she
was adamant that she would not tell me her residential address even
though, as Polling Place Manager, I am required to ask it so that the
Silent Voter declaration envelope can be correctly filled out.  She was
really "charged up" about it.

Australians will have to show photo identification before they can enrol
to vote, under changes put forward by the Howard Government.

The Government has introduced legisation because of fears of electoral
fraud in the federal election, expected this year.

People already on the electoral roll will not have to prove their
identity.

The Special Minister for State, Eric Abetz, says the move will
strengthen Australian democracy.

"At the moment it is more difficult to hire a video than it is to get
onto the Australian electoral roll," Senator Abetz said.

"As a result of which, I as the Minister have been very supportive of
moves to get identification for people enrolling or re-enrolling."
